Virginia’s Push for Home Energy Efficiency in 2025

Rising Energy Bills Drive Virginia’s Efficiency Push

Virginia’s State Capitol in Richmond. After Virginians flagged high utility costs as a top concern, state leaders are prioritizing home energy efficiency to help reduce bills. In the 2025 election season, voters made it clear that the cost of living, especially rising electricity and heating bills, is a critical issue. These concerns come amid surging energy demand (driven in part by data centers) and proposed rate hikes from utilities like Dominion Energy that could add about $21 to the average monthly bill. To combat these pressures, Virginia policymakers and utilities are ramping up efforts to boost home energy efficiency as a way to lower monthly utility bills, reduce strain on the power grid, and cut climate impacts.

Virginia’s Energy Efficiency Legislation and Goals

State lawmakers have responded to high energy costs with new legislative proposals and goals focused on residential efficiency. Notably, House Democrats pre-filed energy legislation for 2026 that zeroes in on home efficiency improvements. House Bill 3 would create an Energy Efficiency & Weatherization Task Force to study why many income-qualified Virginians aren’t using existing efficiency programs. Major utilities like Dominion Energy and Appalachian Power already offer weatherization and efficiency programs, including upgrade programs for low-income households. However, lawmakers want to identify and remove barriers preventing broader participation, for example, by examining waitlists, unmet weatherization needs, and other gaps for lower-income customers.

At the same time, House Bill 2 aims to directly reduce heating bills for vulnerable residents. It proposes requiring utilities to provide energy efficiency upgrades to 30% of their income-qualified customers by 2031. In practical terms, this would mandate that nearly one-third of eligible low-income households receive measures like insulation, HVAC upgrades, or weatherization improvements over the next several years. Utilities would coordinate with state and federal funding sources to achieve these targets, and by 2028 they must report how much these efforts are saving customers and reducing infrastructure needs. Both bills will be debated in the 2026 General Assembly session and reflect a broader policy trend: using efficiency to tackle high energy costs and avoid expensive new power generation.

These initiatives build on the framework of the Virginia Clean Economy Act (VCEA), a 2020 law that set long-term clean energy targets. Under VCEA, utilities have specific energy efficiency goals, essentially mandates to help customers save energy each year. That means power companies are expected to promote things like smart thermostats, appliance rebate programs, home weatherization, and peak shaving rewards to curb energy use. The new 2025 proposals reinforce and accelerate these efforts, with a particular focus on low-income energy support in Virginia. Households below about 60% of the state’s median income (or 200% of federal poverty level) are the primary targets for expanded weatherization services, since these families often live in older, inefficient homes and spend a disproportionate share of income on utilities. By strengthening programs for these residents, Virginia hopes to make energy bills more affordable across the board while also reducing overall energy demand.

Major Incentives for Home Energy Upgrades in 2025

Virginia’s push for efficiency isn’t just happening in the legislature. 2025 is bringing a wave of new rebates and incentives that can help homeowners and small businesses invest in energy-saving improvements. These range from federally funded rebate programs for big upgrades like HVAC systems, to ongoing tax credits and even state tax holidays. Taking advantage of these can significantly offset the cost of HVAC upgrades, insulation improvements, and other home weatherization projects for Virginia residents.

Home Energy Rebate Programs (Up to $8,000–$14,000)

One of the most anticipated developments is the launch of Virginia’s Home Energy Rebate programs, funded by the federal Inflation Reduction Act (IRA). The Commonwealth has been allocated roughly $188 million for these programs, which will roll out as two complementary rebate offerings:

Home Efficiency Rebates: This program will provide up to $8,000 per household to support comprehensive energy retrofits that achieve at least 15% energy savings. Homeowners (including those in multi-family units) can get rebates for projects like air sealing and insulation, HVAC replacements, window upgrades, with larger savings yielding higher rebates. If your renovation or upgrade plan cuts energy use by 20% or more, you could qualify for thousands in rebates.

High-Efficiency Electric Home Appliance Rebates: Focused on electrification, this offers up to $14,000 per household in upfront rebates for installing efficient electric appliances and related upgrades. Eligible purchases include heating and cooling equipment like ENERGY STAR heat pump HVAC systems (up to $8,000 rebate), heat pump water heaters (up to $1,750), electric stoves ($840), heat pump clothes dryers ($840), upgraded breaker panels ($4,000), insulation and ventilation ($1,600), and electrical wiring upgrades ($2,500). The rebate amounts and eligibility will vary based on household income and the type of building. Notably, these heat pump rebates in Virginia are especially generous for moderate- and lower-income households.

Virginia’s home energy rebate programs are expected to begin in late 2025. Applications have been submitted to the U.S. DOE and are pending approval. As of early 2025, final guidance on how to apply is still forthcoming. Homeowners planning major upgrades should keep an eye on the Virginia Department of Energy announcements. In the meantime, existing incentives can be combined with future rebates. Just be aware that you generally cannot double dip on the exact same expense. But you could, for example, use one program to insulate your attic and the other to install a new heat pump. When the programs go live, the state will provide professional guidance to help households choose the best rebate option for each situation.

Virginia Energy officials are enthusiastic that these hefty rebates will be game-changers for homeowners, making efficient upgrades much more accessible across income levels. With potentially $8k to $14k in incentives per home, many residents will be able to afford projects that drastically cut their utility bills and improve comfort.

Federal Tax Credits (30 Percent Back, Through 2025)

While waiting for the new state rebate programs, Virginians can tap into federal tax credits available right now for home energy improvements. The IRA expanded and extended the Energy Efficient Home Improvement tax credit (IRC 25C), which allows homeowners to claim 30% of the cost of eligible upgrades as a dollar-for-dollar reduction on their income taxes. This credit became available in 2023 and was originally slated to last through 2032. However, recent federal legislation accelerated the timeline, and these credits are now set to expire at the end of 2025. This means 2025 is likely the final year to take advantage of these tax savings under current law.

Key Details of Energy Efficiency Tax Credits

30% credit, up to $3,200 per year: You can get back 30% of what you spend on qualifying improvements, up to a maximum credit of $3,200 in a year. There are sub-limits within this: up to $2,000 of credit for installing heat pumps (for heating or cooling) or heat pump water heaters, and up to $1,200 total for other upgrades. For example, if you replace an old furnace with a high-efficiency heat pump costing $6,000, you could claim a $1,800 credit (30%). Adding insulation and air sealing that costs $2,000 might yield another $600 credit (30%), but the combined credit for those other improvements is capped at $1,200 per year. Notably, the credit also covers home energy audits (up to $150) and electrical panel upgrades (up to $600) as part of the $1,200 cap. These incentives can significantly reduce the net cost of HVAC upgrades or weatherization.

Eligible improvements: The credit covers a wide array of efficiency upgrades, HVAC equipment (heat pumps, efficient furnaces or AC units), insulation, air sealing, energy-efficient exterior windows and doors, and more. To qualify, equipment usually needs to meet ENERGY STAR or similar high-efficiency criteria. Heat pumps must be ENERGY STAR Most Efficient models to qualify, ensuring you’re investing in top-performing technology.

Deadlines: As mentioned, these tax credits expire on December 31, 2025 barring further extension. They were originally going to last longer, but Congress adjusted the timeline. So Virginia homeowners have a limited window, essentially the next two years, to make qualifying upgrades and still claim the credit. If you’ve been considering replacing an old HVAC system or improving your home’s insulation, it’s wise to do it by 2025 to capture these savings.

How to claim: These credits are claimed when filing your federal income tax return for the year the upgrade was installed. Consult your tax advisor, but essentially you’ll use IRS Form 5695 for the Energy Efficient Home Improvement Credit. Keep documentation of all eligible expenses. The credit directly reduces your tax liability or increases your refund.
